Does llms.txt actually do anything?
Not much yet, and this check says so: it is worth a small share of the score because no answer engine has committed to reading it, and inflating a proposed standard into a ranking factor is how measurement tools lose their credibility.

Phase 2 adds what ranks: how the check is scored, what a pass and a fail look like side by side, the evidence the report returns for it, and the fix in the order worth doing it. The lever this belongs to asks “Can an engine fetch this page at all?”
